Let me chime in here.
I'm currently the head wrestling coach at a local school. Yes, the move is totally legal. Yes, coaches actually teach that move (it's not my style, and personally I show the kids more "respectful" substitutions for that move that involve battering the head instead). If done durring a match or practice I don't see how there can possibly be a case. It would be like a running back pressing assault charges on the linebacker that legally tackled him in a game.
However, the article said it happened on the school bus as well. Ummmm... kid's got no defense for that one.
