Perfume is a dodgy gift to get right if you don't know specifically what the girl likes. And I don't even mean brand, though most girls who wear perfume tend to be fairly brand faithful.
Most perfumes can be categorized as powdery, floral, fruity, spicey or musky. Sometimes those are combined. Then there's subsets. How sweet? How clean? How citrusy? How spicey? Does it have too clinical a smell (too alcoholy)?
If you don't know what the girl likes, you could go horribly wrong. Many girls who like sweeter fragrances can't stand something musky or spicey. Younger girls/women tend to stay away from fragrances that are too powdery or too floral. Some people have a big turn off if they smell like something sweet to eat (ie. candy). Sporty people seem to like clean fragrances a lot.
Then there's the problem of 1) most of the time the perfume doesn't smell the same right after spraying a sample as it will an hour later, when it settles, and 2) lots of time, a person's physical make-up chemically makes some fragrances good and some not, so a nice smelling fragrance in the store might not be as nice on the person.
I tend to like a really clean smell and it's hard to go wrong with it as a gift. Vera Wang's normal fragrance is pretty sophisticated, is good for young 20-somethings, isn't too sweet, is clean, and has enough of a reputation to earn you points for at least being thoughtful in your choice. It's middle of the road enough fragrance-wise (I mean in those categories listed above, not in quality of smell, which it excels in) and nice enough reputation-wise that you're bound to please more women buying it than not please them.
But really, you probably shouldn't buy her perfume if you don't know a specific brand she likes. Otherwise, you need to have some idea of this other stuff.
Why do girls wear makeup and perfume?

That's all I have to offer. All I sorta know is a certain cologne (Very Sexy from Victoria's Secret) which was purchased for me by someone I was sleeping with a long time ago and have also gotten compliments on from other women. If left to fend for myself I would probably find only things other people hate and thus will also never purchase perfume for a female.
It's easier to buy her birth control pills. It's a two-way gift.
