Other than that .. I would have to say Canada since most of the films are made there(cheaper), but are said in the film to be in America(ie: Vancouver looks like a cleaner NYC.).
I said non-english speaking. No Canada, England, New Zealand, etc. And Quebec is France.
I say China/Hong Kong, if only because I understand the language (half of it atleast)
I've always had a soft spot for French films. They very often have a sense of surrealism that few others are willing to embrace, and they also tend to have a lot of human interested stories that are very resonant when compared to more sweeping and epic stories of Hollywood. French language films from Canada, Belgium, etc seem to inherit a lot of these sensibilities, too.
Germany's porn is always fun.

Sweden should be one of the choices just because of Ingmar Bergman. I voted Italy because Fellini is a total bad ass, though.
Italy's got some definite greats. Sergio Leone should be mentioned, as well.
I'll say Japan. They make the best Hentai around.
