It usually means anything is a risk and the insurgents can come from out of nowhere. I'd imagine people are fed up with it, but they do know enough to allow a pass for official authority even if it's on the other side of the street.

And bumping the ass of civilian vehicles and potentially sending them into wrecks is better? I'm not seeing any benefits to traveling by road at all. Didn't we rely heavily on helicopters for troop transport in Vietnam for precisely this reason?
