I think this is an awesome idea. You just need to figure out a way to limit the low sales = higher point value effect Yoshi brought up. Use a ratio of total players to those who have completed the achievement, throw in some other factors and create a crazy formula to hide the linear relationships of input to output to avoid people figuring out the system and trying to corrupt it.
Achievements are the the best mission objectives Crackdown offers. Hell, Achievements are perhaps an integral part of enjoying it.
Without a 360, I have to admit achievements made me love being Dom in GoW. Getting the "I can't quit you Dom" achievement was pretty cool.
My favorite achievement from Gears is still the "My Love for You is like a Truck" achievement. I sing the song every time I fight a Berzerker.
The system should take the number of people that bought a game and divide it by the number of people that got a certain achievement in the game. The resulting number is the quality multiplier for the achievement.
Then again, the whole gamerscore thing is pretty stupid. I enjoy having a permanent record of what I accomplished in various games, but the overall gamerscore serves no purpose. Well, no purpose other than letting you know who shouldn't ever have children.

You're right, "Play 2,000 matches on Live" achievements are awesome.
I prefer the "A Series of Tubes" achievement, myself.
My opinion on Achievements tends to vary from game to game. If I really like the game, I'll generally go the extra mile to get all the Achievements as long as they're reasonable. Viva Pinata and Gears of War are great examples. I also like Achievements that are genuine badges of skill (see Geometry Wars, Joust, and, for the most part, Alien Hominid). Crackdown has some good skill-based Achievements, but a lot of worthless ones too (sorry, I have zero interest in getting all the Agility Orbs and Hidden Orbs).
