Possibility: Cromartie's heavy because he is from a different future than the other ones that chase John in the present. The future changed when John jumped from 1999 to 2007, perhaps. Like cka pointed out, it's happening right in front of us on the show:

Summer/Cameron met up with John in 1999 like Cromartie did, though. After the whole gang went forward 8 years, Skynet realized it needed a new plan since they could not confirm the death of John Connor so they sent the lead singer of Garbage to conquer the corporate world, as well as all the other terms being put in place.
