While the scenario you painted is accurate, the reverse is not. Large corporations still have keep their percentages in check at all levels, regardless of qualifications.

Forcing companies to hire a certain amount of any given race is just further propagating the belief that race matters. In a truly non racist world, requirements like that wouldn't exist.

IBTN. As I said, the ideal thing would be for people to learn a 2nd language, but the actual reality of most Americans is that their daily lives have no need of one. As time goes by though, this is going to change. You can build all the fences and walls you want, but it won't affect this at all. By the same token, however, immigrants should learn the language of the country they have chosen as their permanent residence, so the whole "learning an L2" thing goes both ways.
