No, thats purely racist. Thats like a company not hiring me because my name sounds too black, or I sound too African. Even if a name sounds funny, the ethical thing to do is your research instead of type casting people before you have any information.

Not necessarily racist, but socioeconomically biased. People that are not poor and realize that one day their children have potential name their children in an appropriate manner.
