I don't agree with money being the answer to voting.
We need testing. Before each election they should give tests about the issues and the candidates. Prove that you actually know enough to make an informed vote, then you can vote.
The problem with the US is 90% of the fucktards voting don't know shit about anything and just vote because that's what their minister/tv talking head/parents/severed pinky told them to vote for.

Problem is: we've tried literacy tests and such and they're always used to promote local biases in race/party. We would need a hard and fast standard which would not discriminate along political/racial/gender/whatever lines.
As for top down corruption cleansing, the problem is always humans, we make bad choices. If we knock off everyone who's ever made a choice on corrupt or self interest motives we'd have no one left to govern.
He makes the whole point of everyone coming together to save lives in the aftermath, and when you now look at all the problems the rescue workers are going through and the lack of support they're getting you really have to wonder.

I've thought about making people take tests in order to get the right to vote, and have actually ranted about it before (largely based on people making decisions based on party lines or for dumb reasons). The other problem i have with all candidates (and admittedly bill mahar brought this up today) is that no one really speaks like an adult when talking about politics anymore. The front runners are the ones who talk in sound bites and don't discuss anything, they've decided what their stance is way before anyone else got there outside of a think tank.
