EA's excuse is that songs are then put into the save file, although in truth its actually in the game data utility, and besides keeping your scores has nothing to do with the save file.
People have made threads about it on the rock band forums. It effects both versions of the game (i dont know about the PS2 or eventual wii version)

Cool that other people are looking forward to it. I was hoping they would step up this year because the 2K games have been going downhill imo...
