Wait, he made Grand Theft Auto III and Vice City? Wow!
The correct answer was San Andreas and The Warriors, at least if you base it on what I'm always being asked of I have.
People are seriously asking for the Warriors in 2011? I forgot about it 2 weeks past release.
I can't defend it or explain it, but Vice City is probably my favorite PS2 game. Even if I played it on PC.
I was just about to come in and say Vice City is the worst of the console GTAs. The love that game gets always surprises me. I went in primed to love it and was bored out of my mind instead.
San Andreas, on the other hand, is by far my favorite of the series. I wish they'd do a chunk of world again, instead of just a single city, mixed with the tone of the Gay Tony expansion.

vice city had the best story/va/motif out of all the ps2 gtas, that's why it gets such high praise
e: san andreas' big problem is that it was too excessive and had no real direction for a good chunk of the middle of the game
I'll grant that, but when it came to actually playing all I found was a whole lot of style and not much else. It was basically a retread of a game I'd already invested 100 hours in, which would have been kind of ok if the world had been fun to screw around in. The city itself was really boring, though, bringing down what I spent 90% of the time doing. I didn't even bother finishing the game until years later.
Flat world with two same-y areas vs three cities, mountain, desert, and a million goodies. If all you want an awesome story with great acting, go watch a movie. I'd rather they be elements that support a really great game.

The music made Vice City great.
They had to choose a Thomas Dolby song and went with Hyperactive over Blinded Me With Science. Your statement is correct.
