Nobody is too busy that they can't make 20-30 minutes sometime over the course of a couple of days to straighten shit out in their place. With logic like that you'll always live in squalor. If I had a party last night and my house looked like that I wouldn't be posting on TNL right now. I'd be dealing with it like a man. If you're going to be filthy just be honest with yourself; you're too lazy to clean up your dirt. Razor unabashedly said he doesn't give a shit about living cleanly. I'm going to take a leap and say that this guy is probably a depressing mess and hides in his hobbies like a crack whore hides in crack. There is no excuse for food mess and straight up filth, espically if he only works 16 hours a week and doesn't go to school. People can make arguments for clutter, cause that shit happens, but everyone has the time to clean up food mess. EVERYONE. If you have time to eat, you have time to clean up the mess it makes.

But as I said first, stop living with him. It sounds like he has depression issues and he is dragging you down with him. No normal person could be happy with so few practical goals in their life and living around rotting food.
