I'm waiting for the media to find out about State of Emergency. If they knew about it, I'm pretty sure it would be getting some of the blame.
Anyway, the reason this guy's kill count was so low was because he went off in a department store. He probably would've got a lot more people if he was just in the main concourse.
He also would have had more success sniping Wii campers. Just sayin'.

I was able to walk in a loading dock area with a duffle bag. I did not have a gun or a bomb (but rather was my change of clothes and various items), but the fact that I was able to walk in. Without being stopped was a rather shocking development.
