Last year I experienced a similar problem.
Likewise I'd never had problems with chapped lips.
My analysis of the problem came back around to my girlfriend at the time.
She was some sort of bullshit vegetarian, and ate really unhealthily.
She tasted weird and her pussy smelled unlike any I've ever wiffed.
My lips were peeling bad, and quickly developed cracks, the tip of my nose would become sore and peely too. It became clear it was from making out with her. When I finally got tired of her self righteous judgments and controlling nature and kicked her to the curb, my lips cleared up in about a week, and haven't been a problem since.
That bitch was excreting some toxic byproducts from her bullshit artificial burgers and faux-chicken. Probably Chinese melamine from the wheat gluten in her Morningstar Farms sausage links.

Ive always had chapped lips :(. But not to a degree where its utterly disgusting. No sores or gaping holes. Just dry skin on the lips

vaseline, palmer's cocoa butter swivel stick (also has vitamin e), aquafina's lip oil (i like this stuff, and i've heard that it works great for really chapped lips; it's sold at walmart), rose salve... any of those are good options. these kinds of things work differently for different people, so you have to experiment to find what works best for you.
even if your lips aren't chapped, putting vaseline on them nightly is good upkeep.
using chapstick during the day is a good preventative measure, i think, since it's got sunscreen among other things. but it's probably not strong to fix severly chapped lips (except maybe the medicated kind).

dont use chapstick or any other lubrication. your skin will become accustomed to the extra moisture and then you wont be able to go without it.
yellerdog nailed it, just drink lots of fluids and keeps your lips out of the cold. ie. use a scarf or hoodie
