His ducking HP seems ok anti-air, and he's got a few tricks for getting distance on the opponent so you can oil up more. Ultra 1 is about as easy to hit as Final Atomic Buster ('specially when greased up), haven't figured out Ultra 2, but I feel like it's a little too dependent on the other guy jumping around like an idiot.

I also saw one match where he FA crumpled someone, dashed forward and did U2, and it caught them. While on the ground, on their knees. WTF.
