Not necessarily. They share other company's content. Hulu makes original shit but it sucks and it's not their main bag. Netflix sends other companies' films. Microsoft has no control over that.
Except you're not right here in the US. You're not a State, and you may have different licensing. Maybe Netflix has issues with licensing streaming movies to PR because you are not an official full 100% part of the US. You have to realize the problem may not be coming from MS/Netflix and may becoming from the Studios. This isn't Netflix saying every one can stream movies except NY! Become a State and I bet a lot of this shit would change.

You aren't paying more though. Netflix never raised the price of it's subscriptions for Instant access. It's part of the unlimited plans. If someone has one of those plans but doesn't use Instant, they don't get a discount either. Netflix is the only subscription service that I've ever had that has actually gotten cheaper since I've had it (2004).
Except DC is a federal district where in lies the Capital of the US. They did that so that no one state or territory could take priority because the capital sat with in its borders. PR is a Commonwealth, a self-governing, unincorporated territory. Much different than a federal district and that's why none of that applies to DC. Again become a full on State and that shit would change.
Whether they use it or not isn't the same as it not even being in the plan. All of Netflix's plans include the unlimited streaming. This does not apply outside of the US, though. My gripe is that Netflix is still charging the same price despite not offering the streaming option. If the whole OMG LICENSING! thing was an issue (that doesn't affect PR because I can still get the DVDs like anywhere in the US), then fine. Lower the price, since you're not including all the features. They want me to pay the same price as all of you, but they don't want to let me stream. That's bullshit.
The territory/federal district issue shouldn't apply to this though. In fact, DC is pretty much exactly like PR politically. Moreover, PR is governed by all the same inter-state commerce policies (at the federal level) as any state. Maybe this is a local issue, and the government here is being shitty about it, but we're talking about a standard sales policy (again, TOS are the same) that's simply not followed when PR is involved.

The pricing plan should be different because A) they make no indication that there is a geographical difference, and B), and here's the part where you reeeeaaaally need to read, they do not indicate that the option is unavailable when you subscribe. It was only AFTER I subscribed and actually tried to stream a video that a message came up to tell me it wasn't an available feature. That's false advertising, and it's bullshit.

I don't see why they would give a discount when they don't charge extra for it. Postage is probably the biggest overhead they have, which is built into the price.

Question about XBL billing: I tried to use my Discover card to buy MS points last night, but for some reason, MS "couldn't authorize" my card. The same thing then happened with my Mastercard (one I've been using on Live for 6 years). Then today, I get a call from Discover saying they've frozen my account because someone attempted to make an unauthorized charge last night to the card for the amount of $1. The source?

Is this the way MS "authorizes" cards, by charging $1 to them? I don't know if it was actually them, but who the fuck tries to use a stolen CC number to charge a dollar? And it was right after I tried and failed to use the card to buy MS points. I used the card yesterday afternoon for groceries in Walmart with no problem at all, BTW.

Lol, nah, I just didn't know if it was legit. The funny thing is that they couldn't authorize the card, yet I've used it on Live before. My MasterCard has also been used for almost 7 years just fine, but now they suddenly can't authorize it. I have no idea why.

All gas stations do this when you pay at the pump. They don't know how much you are going to charge before you begin pumping, so they usually get approval for $75-$100. When the station submits the actual transaction, that will (usually, in a perfect world) cause the approval amount to drop off your account and the actual transaction amount to post to your credit card.
All credit card companies keep a close eye on what's happening on your credit reporting. If one credit card is reporting suspicious activity, then it's most likely going to trigger a red flag with your other credit cards as well. The problem is, in this case, Master Card can't see that Microsoft Billing, a charge you've made numerous times in the past, is the source of concern for Discover - just that there is a concern; so they put a hold on everything until it's cleared up.
It's fucked up from a consumer viewpoint, but I can understand their need to protect their business assists as well.
