But still, how is the government going to pay for it?

It should be real community service though, as in, providing $4000 worth of service in order to collect said money. I'm talking about cleaning the shitters in a crack whore shelter. None of this reading to children bullshit. It's worthwhile, but not at that price.

By not providing it in the form of a check, but some sort of tax-exemption for the college, perhaps?

Are you joking, or did he actually have a hand in that? I know he's a novelist, but I wasn't aware of that.

Webb is smarmy, but it's not Olbermann-brand smarmy. It's "old guy at the VA hospital with fun stories from shore leave in Manila" smarmy. I kind of like it.
