I love that people think it's absurd. It's one of the first things your driving instructor tells you when you learn how to drive on the highway: the left lane is for passing only (and for exiting on the left). You travel in the adjacent lanes and you always pass on the left. If people followed that simple rule, I would be elated.

ah. I don't think Washington State's traffic problems are larger than L.A.'s, D.C.'s, or NYC's ;).
I can say, with total sincerity, that Maryland has the worst drivers in any state I have ever encountered.
I have driven EVERYWHERE, and no one sucks like they do here.
The article referenced Oklahoma State Troopers. If Oklahoma is doing it why should Washington not? The problems are just the same.
