You think the DC was more "next gen" than the PS2, Xbox or GC?
How?

I'm looking post-merger, though.
Neither one was merged. Take Two bought the rights to Civ from Infogrames, and EA bought Westwood from Virgin. Infogrames is now Atari, and Virgin is now a landfill.
No matter how you split hairs, those companies own the rights to the games.
1. Sega
2. Sierra
3. Nintendo
4. LucasArts
5. Apogee
EA released some of the greatest games of the 16-bit era on the Genesis, like the Strike series, the Immortal, Mutant League Football, and of course, Madden. They deserve to be in the top five if we're talking all-time. The only DC developer that even comes close to quality is Sega itself. Nothing else was very significant.
I'd have to make my list this way if we're talking all-time:
1. Sega: The only publisher that even comes close is Nintendo itself. Incredible arcade hits and awesome original properties give the company a catalog that's unmatched.
2. Nintendo: The Mario series, Zelda, Metroid, Punch-Out!, Pikmin, etc. It's selection isn't as varied as Sega's but its quality is incredible.
3. Electronic Arts: From computers to console, EA has turned out some legendary franchises, some of which have sadly fallen by the wayside (where's my new Strike game?). Another company that has become too reliant on sequels, EA definitely has the brand strength few other publishers can boast.
4. Capcom: Mega Man, Street Fighter, Strider, Commando, Final Fight, etc. What else can be said? Yeah, it's guilty of sequelitis too, but Capcom's got more hits under its belt than almost anyone. It's also one of the few 3rd party companies to actually ride through several hardware generations without any significant impact too.
5. Konami: Metal Gear, Castlevania, and Contra seem to be all it's really got going from past gens, but there's still some greatness here. Too many Castlevanias and a shitty new logo haven't helped.
I'd have to give honorable mention to Namco and Activision for their consistency and durability.
1. Capcom - They were always in the top in the past, but are one of the few old school companies that continues to make great games to this day.
2. Blizzard - There has yet to be a bad Blizzard game.
3. Sega - In a bit of a slump recently, but still one of the greats.
4. Nintendo - See Sega.
5. Konami - See Sega and Nintendo.
The games on the DC were awesome compared to what was out on the PS2 at the time, the Xbox wasn't even in the picture yet. If the curve of great games kept on rising, at the rate of the end of last gen they would have been the best console ever. It was a console made for the hardcore audience, and games like UT, PSO, and Soul Caliber were better than any games out for the PS2 at the time.
Top Five (in order):
Konami (Castlevania, Contra, TMNT)
Capcom (Mega Man, Street Fighter, Devil May Cry)
SNK (Metal Slug, Samurai Shodown, King of Fighters)
Microsoft (Halo, Gears of War, Mass Effect)
Nintendo (Legend of Zelda, Metroid, Super Mario Bros.)
Honorable Mention:
Sega (Sonic the Hedgehog, Shinobi, Panzer Dragoon)
I didn't want to put Nintendo in my top five because I hate them as a company. However, I have to give credit where credit is due since some of my favorite games ever have come from the Zelda, Metroid, and Mario series. Sega would have made my top five if they had made even one game I care since Panzer Dragoon Orta.
