Exactly, you shouldn't be getting a return. In a perfect situation there would be no return and no amount owed, it should come out to a value of $0 as that would mean you paid the government the exact amount owed for each paycheck. Since that won't ever happen to anyone, it's better for you to have the money and make more money off it than to have less money and let the government make more money off it until they give you back the original amount.

What the hell are you talking about? The total amount you get to keep is the same no matter when you get it. Getting it all year nets you a hell of a lot more with proper investments than a lump sum at the end of the year does.

Actually, a $0 net is not the best, because you could have earned interest on the government's money. The best scenario, if properly managed, is to owe them the max amount that won't result in a penalty .
