It's probably a hint based on the US's two term limit, but Shadow President and Cyber Judas actually overlap in timeframe...
Shadow President starts in 1990 and CyberJudas starts in 1993. Since you can play as two terms in both games and the US does not allow for a three-term presidency anymore, you could not legally be the same character in both games if you presume they took place in the same world.
