I'm going with the people who are thinking maybe Sakura Taisen. I remember reading in the past week something else NIS-related, where a nice word was said about the series. And so what if it's Sega? They're doing nothing with it, and I seem to remembere there was talk back in the day that Sega might be willing to let Working Designs bring the Saturn version over before they had their falling out.

LOL, so what... they're going to release the Sakura Taisen Mysterious Dungeon game for DS? Entirely possible, given that it's THE dungeon crawler system.
US companies have started a trend of releasing portable spinoffs of major series, without releasing any of the real games in the series which play completely differently. Tsk.
If that's the surprise, it'll be pretty sad, though it's the most likely.
NISA balked at the suggestion of ST DS when it was released, saying they'd have to nail the references perfect for the three casts to appease the hardcore ST audience. Anyway, not that one.
ST seems a logical conclusion if you read the rpgamer and rpgfan interviews back-to-back. Yet it's impossible historically speaking, as Aaron pointed out. What conditions would've suddenly changed to let NISA localize ST, while other companies like Sega, Atlus, Mastiff, etc. couldn't in the previous 12 years? (Did Ar Tonelico have the sales to justify success of a larger dating sim franchise?) Therefore, NISA should be doing something else, but the other suggestions except for Summon Night or Super Robot Taisen seem just as remote IMO. If it is SN or SRT, why would they expect a huge hardcore reaction when both were published recently by Atlus? None of these make sense.
Because there is one LICENSED SRT game feasibly able to be published in the US.
An older one, though.
