Sounds about right.
Melty Bread is down right now (and the admin is out on business for the weekend so I can't do shit about it) but I think I remember the differences:
Crescent Moon is basically how the game plays now with a couple of new features (like air dodges).
Half-Moon is meant for new players, as it features only one shield type (a change they should make across all modes imo), auto-counters off of shields, a shorter meter, auto-activate at max (MBR-style) and auto-burst while activiated (which is just nuts).
Full Moon is meant for players of other games, with more traditional chaining mechanics (no going back and forth) and stun properties (with normals and specials changed as necessary). It also features a SNK-esque meter charge
All of the characters got new moves and current moves had their properties changed (pretty standard sequel stuff), and they're adding two new characters (only one of them was shown in that trailer).
Honestly I have no idea how this game is going to do in Japan. The game looks dated now next to the majority of new fighters coming that are in HD and the game is going to be a year late (this was originally due for release in December 2007; currently scheduled for October 2008). However, to my knowledge it's the second most popular 2D fighter in Japan right now (next to GGAC) and the following Type-Moon has in Japan is kind of ridiculous. We'll probably be talking about a home port in the summer of 2009 if the PS2 and PC versions of MBAC are indicative of anything.
