They might be convinced that they're benefiting, but they're not. Not beyond having something to bark and holler about, which they'd be doing anyways. They're getting screwed along with everyone else and the true beneficiaries are a much, much smaller circle.

There is a system in place and one person can only do so much, even the boss. It's why the CIA has been toppling democracies and installing dictators for six decades even though it always ends in disaster. It's why there is still a war on drugs. It's why Gitmo is still open. Etc.
