There is no conspiracy theory. Nobody sat around and said that now that darkies can vote, we need to lock them up.
It's just the way shit happened. The whole "law and order" movement starting the 1960s was partially a response to hippies, but more a response to urban riots in places like Watts and Newark. After white flight, these places were left to rot as power and funding shifted to the suburbs. And when places rot, well we know what happens. We responded by locking more people up.
In the 1980s we got these crazy mandatory minimum sentencing that locked people up for a fraction of crack (disproportionately black users) than cocaine (disproportionately white users). Only partial progress has been made to roll that back.
Even today, drug use amongst black and white teenagers is roughly equal (I think white teenagers use a little bit more), but the chance of getting pinched for black kids is way higher. And getting involved in the criminal justice system at a young age is... not good. For example, college loans are tied to drug convictions for some reason.

Weed was illegal since the 30's but that had a lot to do with the lobbying efforts of Hearst & Mellon, who's fortunes were threatened with industrial hemp.

What normally happens in the US is we make laws to scare white people into acting right but we spend little time or money to enforce those laws. Just a few symbolic examples are made of a couple whites. Something to write about in local papers.
But later it might be actively used to oppress an undesirable group.
This is how possession of weed often goes. The white kid will get a slap on the wrist or never even get his car searched and the pot goes undiscovered. While a black kid in a rich neighborhood will have his car searched. The drugs will be found and he'll get put away for possession and probably a charge of selling/trafficking because "why else would he be in that neighborhood?"
I think it was something like 100:1 ratio too. 50 grams of crack would get you an automatic 10 years but you'd have to have 5000 grams of powder coke to get the same sentence.
