Don't think that people only want their privacy respected if they have something to hide. Give people a little breathing room and autonomy, and they will care more about getting the job done because they know someone is trusting them, counting on them to deliver. If they don't take that independence as a reason to care and be responsible, then you don't want them working there under any other circumstances anyway. For any decent person, trust is a more effective burden to make them fear letting you down than being a hardass can ever be.
Create a police state in the office and people will occupy themselves thinking of ways to skirt the rules out of resentment.
