Capcom vs. SNK 2's "Osaka is burning" final stage.
I also like B. Jenet's stage in MOTW, with the pirate submarine ramming its way through the dock.
I also like the first stage in LB2. The forrest path overlooking water...if I'm remembering it correctly.
VS3: Almost all great, but fighting while looking down the side of a skyscraper takes the cake for artistic achievement.
TTT: Okay, sometimes the ground is a little unnerving, with how it doesn't match the b/g, but these where all really nice. The waterfall stage and rocky ruins seemed best to me though.
SC: All very pretty. Taki's and Ziggy's were epecially memorable.
T4: Rooftop, and even everyone hates it, the pitfight stage is cool too.
V4: Wolf stage, steel-cage style, was the most impressive technically. Lei Fei's clay tile stage was just beautiful aesthetically. Jacky's searchlight stage was gimmicky, but cool nonetheless.
DOA2: No Xbox=no DOA3 :( but Hong Kong and the Dragon Hills were nice.
The Waterfront from VOOM and VOOT 5.45/5.66
Damn right. Perfect arena, perfect look, perfect palette, perfect music. My favorite arena of any fighting game. As far as VO goes, I also like the Flooded City, Unholy Cathedral, Sanctuary, and Storage Depot.
Virtua Fighter 3tb still has the best arenas out there, in my opinion. I like the rooftop, Kage's place, the subway, the construction site, and pretty much all of the others.
Soul Calibur had some nice arenas, like Kilik's.
CvS 2's Osaka Burning was nice.
And while DOA2 was a complete joke of a fighting game, it had some pretty arenas. Same for DOA3.

Street Fighter Alpha 2: BIrdie's stage was funny shit. The guys using the Urinals, while watching the fight.
Street Fighter 2 : Vega's cage stage stands out most, but all the stages are priceless.
Night Warriors: All the stages were phenominal, and just added to the uniqueness of the whole Darkstalker's games.
Soul Calibur: All the stages were beyond bad-ass.
