Background stages in fighting games!
My faves:
*SSF2- Blanka
*SFA2- Gen
*Soul Calibur- Venice
*Guilty Gear- Sol. Nice homage to Planet of the Apes- "You blew it up, you maniacs!"
*MK3- Cathedral
*SSB:Melee- SMB2 stage
*VF2- Shun, why didn't Sega put this one in VF4? Shun's bridge has yet to come home intact :(
*VF4- Wolf
*DOA3- Forest
*Pocket Fighter- all of 'em
Well, Its really hard to pick, since there are so many of them:
DOA 3 - Forrest level is beautiful, also like Hong Kong stage, for the fall through the neon sign part :)
Soul Calibur - Most of the stages present - Simply beautiful
Many SNK fighters - (KOF series, MOTW, Samurai Showdown) - Beautiful, hand drawn backgrounds, full of motion and many little touches.
Dark Stalkers/Vampire series - Beautiful stages for beautiful characters. One of the Capcom's finest work.
MvC2 - Clocktower
KoF Evo. - Rainy courtyard (the rain hitting the characters is awesome...even if it is primative)
Third Strike - Yun & Yang stage (I like rain I guess...)
CvS2 - Dune Buggies
SSF2:T - Cammy
DoA3 - Forrest and Snow Field
Power Stone 2 - Submarines
Pocket Fighter - All of'em :p
MK2 - The Pit II and The Living Forrest
The stage in CVS2 on the rooftop, with the lightning & rain etc.
The pit from MK was classic though...

SFA2's gen stage still one of my favorites of all time just kicks soo many different forms of ass
and i think its in KoF 2k the egyptian desert stage
SF2- all of them are awesome
CvsSNK- the alley with the lovely lighting,
FFMoTW- Terry's train level
SSBM- Pokemon Floats, the UFO level with sky scrapers
SSB- The pokemon level with the buildings

For me:
SFA2 - Australia stage the one with the lighting storm, best stage EVER!!
SF3rd Strike - Yang stage
DOA3 - the same as Despair the Forest stage is just beautiful
CvsS - the secret stage I think is the Akuma stage, the one with the big statues and the waterfall in the background

Capcom vs. SNK 2's "Osaka is burning" final stage.
I also like B. Jenet's stage in MOTW, with the pirate submarine ramming its way through the dock.
I also like the first stage in LB2. The forrest path overlooking water...if I'm remembering it correctly.
VS3: Almost all great, but fighting while looking down the side of a skyscraper takes the cake for artistic achievement.
TTT: Okay, sometimes the ground is a little unnerving, with how it doesn't match the b/g, but these where all really nice. The waterfall stage and rocky ruins seemed best to me though.
SC: All very pretty. Taki's and Ziggy's were epecially memorable.
T4: Rooftop, and even everyone hates it, the pitfight stage is cool too.
V4: Wolf stage, steel-cage style, was the most impressive technically. Lei Fei's clay tile stage was just beautiful aesthetically. Jacky's searchlight stage was gimmicky, but cool nonetheless.
DOA2: No Xbox=no DOA3 :( but Hong Kong and the Dragon Hills were nice.
The Waterfront from VOOM and VOOT 5.45/5.66
Damn right. Perfect arena, perfect look, perfect palette, perfect music. My favorite arena of any fighting game. As far as VO goes, I also like the Flooded City, Unholy Cathedral, Sanctuary, and Storage Depot.
Virtua Fighter 3tb still has the best arenas out there, in my opinion. I like the rooftop, Kage's place, the subway, the construction site, and pretty much all of the others.
Soul Calibur had some nice arenas, like Kilik's.
CvS 2's Osaka Burning was nice.
And while DOA2 was a complete joke of a fighting game, it had some pretty arenas. Same for DOA3.

Street Fighter Alpha 2: BIrdie's stage was funny shit. The guys using the Urinals, while watching the fight.
Street Fighter 2 : Vega's cage stage stands out most, but all the stages are priceless.
Night Warriors: All the stages were phenominal, and just added to the uniqueness of the whole Darkstalker's games.
Soul Calibur: All the stages were beyond bad-ass.
