Sounds more like you press HP+BL or LK+BL or whatever.

Being able to do powered up specials while blocking could make the game a turtle fest.

I don't think it's while you are blocking, it just uses the BL button as a modifier.

I see that modifier as causing some bullshit problems when a match really gets going, possibly.

Or maybe not! Maybe they'll go all 'shortcuts' on us and it'll be assumed in the correct circumstances.

Right, but if you're holding block, and you do the move wrong, you would just keep blocking, at least with the traditional MK block mechanics.
If you have to press both at the same instant, that would be fine, except it could be very hard on a pad.
