I've avoided most information on this game but I thought 1999 Mode was more about rebalancing the resources in the game so that there's no chance that you can get all skills/weapons in a single playthough. Bioshock's biggest flaw was that it was so easy to get EVERYTHING. Specialization is fun in a game like this.
But that only works if the game is designed around it. Limitations can be fun or not fun. Part of Bioshock's fun was experimenting with the various weapons and what came out of it. Bioshock 2 improved on this. Bioshock would not have played appreciably different with limitations, it just would've been annoying. I guess the point is that it is an action game and not an RPG.
Remember Doom has every weapon available to you at pretty much all times and it's rad as hell.
Bioshock was being designed around limited resources. Remember all that talk about how saving the Little Sisters would result in you getting far less ADAM which would force you to change your playstyle? In the final game, it was very easy to save all of them and still get every plasmid and upgrade. This change happened late in development and was mostly due to playtesters being idiots.
I'll probably try 1999 mode my first time through. Usually I can tell pretty early if I'm making a mistake or not regarding difficulty settings.
