If you really think engines have fuck all to do with fighting games. I mean 99% of what makes a fighter is the character implementation.

Most of what makes Guilty Gear are the rules set in place before any characters are even put into the game. Sirlin did a nice little discussion about it a long time ago.

Established design guidelines is something you do in a design doc. It's not an engine-level thing.
