Comcast owns the line. FiOS is the provider. Just like Verizon owns the phone line, but Comcast is PROVIDING the phone service.
Comcast has a majority stake and half the board on NYC's Time/Warner company and also Cablevision. They also own a majority stake in Cox. They can't own them outright because of monopoly laws. Back in the early 90s they tried ... twice ... to be authorized as a utility. They failed in both ventures. Its not life/death to watch TV. Thus, we have skyrocketing rates and diminishing services. Before I left Comcast I knew they were trying to buy NBC. They also tried to buy Disney. You have no idea how close they were.
FIOS is fiber. It's not cable. Comcast doesn't own shit. That's why that shit isn't everywhere. Verizon has to string it around.

No, but the agreement Verizon and Comcast struck back in '96 made damn sure that FiOS and Cable seemed similar to the gov't. Basically, Comcast "gave" Verizon zones(areas) in specific regions that were basically "Comcast Country"; to install their lines. In return Verizon "gave" them phone lines (telecommunication servers) for Comcast's Voice Over Ip service. Yes new regions got new lines, but existing areas just had to switch. Comcast switched from Cable to Fiber Optics back in '03. The final switch in the Philly metro area was '06. The main issue is the lines in the homes built before '04 are not up to code. That's why when you go to a Comcast payment center its suggested the tech there should issue a visit.
and that's the big Comcast lie. They switched to Fiber Optics a long time ago. Hence, why Comcast can offer to "specific" subscribers(businesses) larger data.
