I actually don't think that's such a bad idea, but the dude trying to get it made has a shaky grasp of 20th century history (and is also a giant douche). I rolled my eyes at the notion of WWII games "making fun of the Holocaust":

Risk players have no idea what it's like to live under the threat of imperialist expansion. The people who made Risk have never been displaced or occupied. They see imperialism as a game and for-real people who for-real died as nothing more than plastic Roman numerals, man.
In response to this, I, never displaced or occupied, am going to make a game about imperialism.
He kind of has at least half a point, though. Some of these games are objectionable. I'm uncomfortable with CoD, too.
