SR3 felt really unfinished to me. It's weird how many side missions (that were completely separate from the story missions in SR2) were used as required, supposedly "story" missions. The cutscenes around them also felt really abrupt, like they were stitched together from the remnants of intros and outros for proper story missions. That first tiger escort mission started with a cutscene that sounded like you were about to embark on some ridiculous Karate Kid-style training regimen, only for it to fade to black and hand you control of a car with a tiger in it, with no comment on how this actually occurred.
On top of that, many of the side missions themselves just felt plain boring to me. The helicopter escort ones in particular were exercises in tedium. Nothing like the joyful insanity of SR2's bodyguard or fuzz missions. Even the city itself felt less interesting. The one in SR2 had a surprising amount of variety and you could easily identify where you were based on landmarks and the general style of the buildings. Everything in SR3 was a mishmash of skyscrapers, suburban homes, and industrial facilities.

A lot of the side missions were also recycled again. IIRC they ditched most of the fun new stuff from SR2 and as such I was playing some of these missions for the third time. No thanks.
And yea, the city was really bad. It wasn't exactly great in the other 2 but it was distinctive.

I only played the story missions in SR3 but they were amazing. I recall people expressing a lot of disappointment about the side missions that I never touched, but the main game was great start to finish.

Apparently The Leader Of The Saints (really wish they'd give him/her a name, even just a last name like Shepard in Mass Effect) becomes President. Why not, how else are they gonna top the last one in crazy?

I think 3 was stylistically the definitive one, maybe not in content.
So if it's 3's attitude but content more like 2's? Could be super crazy amazing.
