I think education funding should come from income tax, as that is what education benefits: commerce.
Property tax should go directly to defense and infrastructure, as you need those if you claim property.
Sales tax to administrative costs as both should be minimal.
Estate tax to child welfare funds as that would curb any American aristocracies.
That's like saying you can only spend your pimp money on health care and your dealer money on food.
