Final Fantasy Tactics.
I can't think of another soundtrack which is as equally well composed as it does suit and establish the tone of the game.

Sakimoto really was at the top of his game during the PSX era. Vagrant Story's soundtrack is also incredibly effective.
The percussion reminds me of something Chu Ishikawa would come up with.

Stellar Fire for Sega CD 1st Stage. When I 1st played this game and heard this music on my old surround system I was like oh my god. This soundtrack alone made me <3 the Sega CD.
lil fun fact. The narration for the game was done by the guy who played Worf on STTNG.
Silent Hill 2- tend to prefer this game's ending themes to the vocals that started in 3. Incredibly moody and plenty of haunting moments that don't fall back on industrial effects. A staple on a lot of road trips.
Others:
Ikaruga- flows perfectly to the game.
Lords of Thunder- fantastic metal tracks.
World of Goo- as insanely epic as the game
Thunder Force 4- Metal Squad
I can't keep music that is too complicated in my head. I just don't find much in the CD era that stays with me. There's plenty I like, but very little I remember after the game has been turned off. Actually, that's not true because Hideki Naganuma. Whatever.
There are two games that have their music etched in my brain forever. Every single song. Mega Man 2 and NES Batman.
I want to play the PC-Engine Batman because it seems to share the music (and cutscenes!).
I liked how well Live A Live captured the feeling of each period/character.
60s/70s super robots

MvC2 music is genius.
