The city races are pretty much PGR Redux.
This game is amusing. Right now its a nice diversion for when I stop playing Shadow of Mordor.
This really is the closest thing to PGR. I think Driveclub will take that back because I think there's more emphasis on style, but a lot of the tracks are PGR-ish and even a lot of the more open tracks feel similar too, just with different surroundings.
This is GOTY for me right now, probably racer of the 2010s...

I just "beat" the main game and realized that there's almost way I will get 100%.
I assume you meant no way. I've played for many, many hours, and haven't put much of a dent in the overall completion percentage. Fantastic game, plain and simple, and the overall driving experience is really satisfying.
