Jimmy might be indirectly responsible, but just barely. Chucks neuroses is what caused that shit, and if it hadn't happened at the copy shop it was bound to happen at HHM, or court, or anywhere else where he was exposed to electricity.

Chuck is an annoying a-hole, but he hasn't done anything to deserve death being seen as "justice".
Whether Jimmy is responsible or not (he is) – the interesting part here is Jimmy's underhanded tactics put him in a position where he watched his brother get in to serious trouble and has to make a difficult choice. Does he call 911 and admit he was there and blow his case or does he protect Kim?
Why would he call 911? I'm sure the copy place has a phone, and there are at least a handful of people in there.
Because as he was standing there watching and worrying, no one was moving to make the call. Hence him saying it over and over and getting more despondent as the looky loos did nothing.
Yeah it was pretty well established they werent moving fast enough. I was wondering if he just broke his neck or something like Ted did in Breaking Bad.
Chuck probably would have died years ago without Jimmy taking care of him, he's bent over backwards for Chuck for years. Half the time Chuck only leaves the house to go out and fuck Jimmy over. His own one-upmanship finally caught up with him.
Yo.
Fuck Chuck.
Fuck chuck so hard.
Also please tell me Gus was involved in the note for Mike
