But if the #2 payroll doesn't win their division and gets bounced early, then they weren't exactly a super team right? The #29 team is just underpaid and the #2 overpaid...there's no super team there either
The Yankees are old and shitty and overachieved because A-Rod had a great 100 games or so. Once he started to run down and Texeira got hurt they turned out to be who we thought they were.
The thing is, one game is always winnable. This wild card setup is a total crapshoot but better than the old way.

At the most fundamental level, my problem with a cap is that you can't keep players that you draft and develop, which is retarded. I'd be absolutely fine with capping free agent signings but letting you pay guys you developed as much as you want.
edit: If you think back to when the Yankees were actually good, they had a high pay roll, but their core was completely a result of their strong farm system. A stupid cap would have made them choose between those guys, which is ridiculous. It rewards mediocrity, which should never happen anywhere outside of the draft.
