Yes, but your default is that the parents did something wrong and there's a slight chance that the police used excessive force are were in error. But it's probably the parents fault.
The last few years have offered a plethora of evidence that it's actually the police using excessive force a large percentage of the time. And what is happening in Baltimore and happened in Ferguson is what that eventually leads to.
If cops hurt kids that aren't doing anything, they should be charged. Hell, double charged, because they are suppose to be the ones protecting the innocent. The same should go for killing people's pets if the pet doesn't pose a threat.
If you're a cop and you shoot someone's 1 pound dog, fired. No retirement. Fired, there and then. Take your ass home.
Yeah, that's not how that has worked for years. Police are pretty much free to do whatever the fuck they want and they know it.

It doesn't matter if the parents were snorting coke as they robbed a gas station and murdered 5 men. It isn't on the kid or pet. If the cop hurts either, it is on him.
I suppose that's not really materially different than a hostage situation. The tricky thing is that you can't hold two different people (who were not colluding) responsible for the same murder, and I'd still contend that the criminal is ultimately responsible. However, you could shit can the cop with no pension, even if you don't charge him with murder.
A big problem is that cops have all these cool toys now, and want to use them.
