M. Bison/Vega doesn't have a direct rival; he's always been the head of whatever organization he's been doing through all of the arcade titles.

By the way, I've heard it explained that the storyline continuity runs based off of the last iteration in each series, and Zero occurs before 2 or after? I've always heard it was between 2 and 3 but it doesn't make much sense either way.

SFZ3 -> SF2X -> SF33S

Pretty much each first incarnation doesn't exist.

SF -> SFA2 -> SFA3 -> SF2X -> SF3SI -> SF33S

Remember, not everything that happens in each persons ending actually happens in terms of the overall storyline. So no, Charlie does not keep dying. He dies in SFA3, and Guile is just there for developer fun.
