It's called Urban Chaos and I've seen it only once or twice since the DC originally came out. On an impulse I ordered a copy today new for $9.50 in the hopes that it is halfway decent. The game is M Rated and extremely violent so I'm told. Maybe a PSX rev came out too? Not much to go on here.
I remember it, didn't play it. The reviews at the time said it had horrible controls and was pretty glitchy, if I remember right. It was a PC game port that probably could have used a bit more attention before release.

It was pretty crappy...
I played it once, it was a total turd. Imagine a 3D person action game where pressing down on the stick actually backs you up instead of turning you towards the screen.
I highly suggest cancelling your order if you can...trust me.

Urban Chaos is actually one of the lowest print run games for the Dreamcast. I remember a letter on Dailyradar or IGNDC saying Eidos only released enough to cover expenses.
The game embodies everything I hate about Eidos and PSone to DC conversions. Absolutely no effort went into adjusting the game to DC. Crappy graphics with plenty of slowdown, lackluster sound, I believe the option screen even let you adjust effects so they wouldn't slowdown/crash the game.
