It was an import-only puzzle game for PS and DC in which you figure out ways to blow up buildings to score the most points.
Basically, a partial joke in bad taste. I do kind of want to actually play the game, it sounds interesting. Of course, it's never coming over here thanks to good ol' 9/11.

I don't think Building Baku came to DC, perhaps you are thinking of Bomber Hehhe. Hehhe is a demolition sim that was pushed back to Januray after the attacks last year. As a pair of cartoonish demolition experts you have to set explosives in buildings and level them with consideration to noise level, damage to surroundings, and total damage. I enjoyed it and really never saw it as a evil game in light of Sept. 11th, it was more a Power Shovel affair.
