I honestly doubt that we will EVER agree on one game.
It'd probably be easier to start a thread where we list our top 20 favorite games and find a match among them instead of going around suggesting games that people will shoot down.
What I don't like is that I think people are shooting games down just because they don't want that game to be the one everyone in the world likes. They may like the game but like a different game more. If you hate the game then shoot it down, don't shoot it down if you think its a good game but don't want everyone in the world to all like it. You have to HATE the game to take it out.

Only speak against the game if you hated it, not if you liked it, but think it still decent, or you havent played it.
But again, after 16 pages, we still have no real results, and we probably never will.

I liked a huge amount of titles on your list, but there are a few that gotta go.
Exitebike – I think this game is a piece of shit.
Grand Theft Auto (PC) – The first one? Are you serious? This is junk defined.
Panzer Dragoon Zwei – I think the old Panzer Dragoons are rubbish, actually.
Phantasy Stay 2 – PS is crap. The entire series.
Sega Rally – Not good.
Has Wonderboy 3: Dragon's Trap been tried?
