Did you like Grand Theft Auto 3? If so you will like this game a whole bunch.

Graphics:
Standrd moving images on screen.
Textures are a tad better, better framrate makes it smoother over all.

Sound:
Sound effects like "Bang" and "Screeech!"
Dialouge like "Hey thats stealing" and "Ahhhhhhh!"
Also features a huge 80's soundtrack with songs from artists like: Loverboy, Flock of Seaguls, and Electric Light Orchestra.

Neat New Stuff:
Motorcycles are freaking great!
Helicopters are also great fun.
Flying planes is rather stiff.
Character is Taller, has name, and talks.
They make it seem like the game has a deep storyline, but it really doesn't.
Lots more Boats, meh.
Many weapons, a lot of them don't vary all that much.
More types of cars, but when you drive one car you see the car you are driving most of the time.
A Lighthouse.
No hills what so ever.
The missons have much more varity and interesting things to do, which is a huge plus. But the missions are easier.

Exciting New Feature!:
Its called Freeze, its this cool feature where the game will just freeze up at random times making you restart!

Hidden Mini Game:
Bug Hunter, Vice City is littered with hundreds of weird bugs and glitches. Search the game and see how many you can find!

Final Verdict:
Fun game, me play lots. Anger at Mini Game "Bug Hunter" and the Freeze feature may make you kill someone in real life though.
