I say get a NEO candy. I have such a soft spot on my heart for the NEO candy.
PS: Fixing a Monitor, putting all the peices in a new-ish cabinet, chaning games, wiring buttons, these are things you'll learn from. Not repainting and plugging the dings in an empty used cabinet. If you have to go the used route, at least get a quality outer shell and get used parts for the inside. THAT will give you the freedom to mess around and learn something.

Take a pass on it, man. It's in poor condition, no monitor, and shipping would be more than 4 times as much as the final price would be. That's just nuts.
