The second pic looks legit.
Both of these are alegedly English versions of Last Blade 2. Both look rather different.
I am assuming one is a bootleg, or at least has a different header card. Anyone know for sure?

The header card does, but the cart looks fake, or relabled.
Who knows.
The second label is bogus, for sure. The first one... I can't tell. The font looks odd but the other stuff looks pretty normal.
But fake labels don't necessarily equate to fake carts, but more than likely they do.
You really need to be able to see what's inside.
It could be a legit cart that an arcade owner or somebody else down the line has re-labled.
The only true way to know for sure is to crack the case and take a look inside...
If your scared of it being a boot, you can always wait since both LB1/2 are readily available on MVS.

My advice would be to wait until you can get it from somebody who you are 100% comfortable with and don't have to worry about a boot.

That second one especially looks bogus. The box is right, but it might be there just to sway you. Why does buying Neo stuff have to be such a risky proposition?
