I felt that Dynamite Headdy had some great music, as did Virtua Racing, and VF 2.
IMHO there's a lot of Genesis games with great music...BESIDES the obvious ones like Streets of Rage, Shinobi, Castlevania, Sonic, Thunderforce, etc....
Here are some games that had aweosme tunes but were never called out for having good music....

Herzog Zwei.
Ristar. Huge shame it never got a sequel, easily one of the top 5 16bit platformers with very memorable music. I probably like the aquatic world music best.
I was going to say Ristar as well, I might as well put in that Target Earth had some amazing music.

Wings of Wor had exceptional music. I miss the old games that had sound test in the options; now every game, no matter how shitty the music, has a damn music cd out.
