How it the dialogue quality? Is it any better than the bioware "we can use dialogue that is all medieval-like and use generic stories and personalities that have been in like 5000 other PC RPG's before this game and somehow make it lose all soul that older PC RPG dialogue had"?

Hmmm.... I suppose I will get it regardless. Here's hoping that the sense of humor makes up for it.
It's nothing special. Certainly not a Torment or a Fallout, story and dialogue wise. The game itself is solid though, particularly if you are in the mood for a Diabloish slayfest.

BTW It appear that Fallout Fantasy is indeed Lionheart(as in not just saying Lionheart is FF but it actually has many elements of Fallout in it).
