I think Penny Arcade is quite funny. There was a phase a few months ago where it fell flat though. It's bounced back though.

I wasn't trying to pitch this as a does Penny Arcade suck or not thread, but just about the layout. However, let the record show that I do find the site to be funny. I did realize that I was "asking for it" by creating this thread... oh well.

Penny Arcade rules and I just redid their site in Flash for a final in college. haha.

I don't think Penny Arcade needs a redesign, personally. The layout is functional, the colors easy to look at, and everything I need is on a bar at the top of the page. The only thing I could ask for is a feature allowing me to actually find an old strip I might be looking for as opposed to the normal method of randomly clicking on meaningless titles until I get lucky. The search feature they have didn't work for me the time I used it.
